Thank you for your prompt response. At this moment sounds like a computability issues. I will recommend to first try the board on another PCIe port and to try the board on another computer. This because this board has not been validated for this motherboard.

The Xeon processor optimizes memory accesses by creating interleave sets across the memory controllers and/or memory channels. For example, if identical DIMMs are populated on both memory channels attached to a memory controller, the memory controller creates a 2-way interleave set across both DIMMs.
If DIMMS with different memory capacities are populated on the memory channels attached to a memory controller or if different numbers of identical capacity DIMMs are populated on the memory channels, the memory controller has to create multiple interleave sets. Managing multiple interleave sets creates overhead for the memory controller which can reduce memory bandwidth. Please see attachment for example.

Reading again the config guide of ext. warranties and having 19 years of PCSD/EPSD experience, I think customer is very right - it's per Intel
"Two year extended warranty for Intel® Server Systems or Intel® Server Knock Down Kits + Intel® Server Boards that support one processor."
Means FIVE years total on the chassis, power supply, motherboard. CPU is excluded as customer purchased it separately (as it's not a DCB product).

R2308IP4LHPC fans run at maximum speed, regardless of Acoustic/Performance settings
I recently purchased an old R2308IP4LHPC 2U server. Unfortunately, it sounds like a jet engine all the time. I changed the bios settings to auto throttling, acoustic profile, and quite fan idle mode enabled in the System Acoustic and Performance Configuration menu, yet nothing changes. I have noticed that the processor clock speed is not being throttled (i.e., each cpu core is at stock frequency) yet the cpu utilization is reported at less than 5%, so it's definitely idling.
Any suggestions how to get the fan speeds to manager correctly?

As the first recommendation please use the troubleshooting wizard for resolving high fan noise issues.
You can also download and perform a BIOS recovery for your server board, you can download the latest version here. You can find instructions here.

Sorry for the late reply.
I was trying to do all the test you specified. The confidence tests you suggested was successful. I tried to do Intel SEL viewer utility, but failed due to some errors. I am getting some errors while installing ncurses-lib-5.7-3.20090208.el6.i686.rpm. I am still working on it.
Since Ubuntu 16.04 was listed as a supporting OS, I have also installed ubuntu 16.04 in another compute node independently (which has the same configuration) in order to confirm that it is not problem with a specific operating system. So, now this compute node is running like an independent Desktop PC. But the performance issue is still there. So, I am guessing that it has to do something with the memory transfer to the RAM. Since I am using only 2 RAMs (32B each), if I am giving too many runs, the memory transfer between the processor and the RAM may be becoming slow. In our old cluster, we had compute nodes with only 16 cores with 2x8GB RAMs. In that one, even if we were giving full load, the performance was not reducing significantly. I would like to know about your opinion in this regards.
